Description The article describes situation of educational policy of Czech Republic, which brings conditions for quality education for all children, pupils and students, regardless of their virtues, individual skills, disabilities or talent. It analyses actual educational model with organizational, legislative, personal and didactic questions. These questions are solved by program “National act plan of inclusion education”. Application of this program into preschool education is analyzed by view of actual situation and looking for optimal apprehension.
