Description This paper subjects to critical analysis the idea that modern society can be integrated only if its political institutions will be grounded in a shared culture. The first part outlines Jürgen Habermas' sociology of law and his theory of communicative action which form the theoretical background for further exploration of the relation between integration of society, legitimacy of social order and motivation of social action. The second part deals with the question of discursive and institutional interdependence of nationality and citizenship in the context of the challenge of dual crisis of legitimacy and integration. The third part analyses the presupposition that citizenship as political identity must be based on a cultural identity serving as a motivational ground of solidarity and loyalty.
