Description Public administration and universities are significantly participating on the growth of regional competitiveness through cultivation of the human resources development process in priorities that are based on Lisbon strategy: 1. Human resources development, 2. Adaptability and competitiveness, 3. Development of employment policies. Realization and support of every priority has to be enhanced in every region by group of arrangements which should be included in a document with character of the human resources development project prepared for public through cooperation of public administration and universities.
