Description The article deals with line workers' (street-level bureaucrats) crucial influence on the economic effective delivery of social service. A relatively great discretion in their acting enables them to apply their own conceptions of a resource use efficiency. Thus, the line workers' conception of economic efficiency may differ from the economics' one. Because the economics, policy makers, and managers share same conception of economic efficiency in most cases then the different line workers' conception of economic efficiency raises serious implications for outcomes of policy in favour to economic efficiency (economics' definition) in the social services delivery. Hence, the policy has not to lead to the economic efficiency in the social services delivery.
