Description The proposals for European integration during the 19th and first half of 20th century were based often on "naivist federalism". One of the pioneers of criticism, reflection and self-reflection, Constantin Frantz, criticised "classical" textbook concepts of federalism in 19th century. His generally theoretical approach was not fonded on formally juristic deductions, but on thorough analyses of political development and on criticism towards any nationalism. Frantz's concepts of "federation of federations" and subsidiarity have remained in use.
