| Description | This paper deals with economic theory of deficit financing of state budget. It analyzes classic recommendation of balanced budget every year, keynesian rule of medium term balanced budget, view of theory of social choice and new political economy on problematics of state budget, proposals of fiscal rules and the golden rule of fiscal policy. |
