Description The work contains the results of long-term research on the issues of democracy. In the 20 th century, Europe was an area, where different varieties of democratic and nondemocratic regimes arose, developed and perished. Political theory reflects ongoing processes, tries and defines positive and negative sides of democratization, different types of democratic systems, internal and external factors that caused the society to turn to authoritative or totalitarian government. Central Europe wanted to join Western democracies in 1918,1945 and 1989. The development before world wars showed that democratic constitutions and formal democratic institutions were not enough;political society had to be raised and space for activite participation of citizens on government had to be created.
