Description Innovations are generally considered a key factor of the socio-economic development and an important tool for productivity increase and added value growth. With increasing requirements for innovation creation the need to measure innovation performance emerges. The survey on innovations is called Community Innovation Survey and it is the basic statistical tool of the EU that allows obtaining information on innovation activities of firms. The basic distinguishing classification of innovations is into technological and non-technological ones. Whereas in the survey CIS2006 the enterprises with only non-technological innovation were not considered to be innovative, since CIS 2008 both types of innovations have been equalized. The aim of our article is to assess how this methodical change influenced the results of the innovation survey. Through data analysis the countries of EU27 are compared with respect to their position in the EU and a change of this position caused by the equalizing of technological and non-technological innovations. This comparison is accompanied by a similar analysis of Czech NUTS3 regions.
